LOTTSBURG—On Monday, August 19, at approximately 10:56 p.m., the Virginia State Police (VSP) responded to a single-vehicle fatal crash on Lake Road, 50 feet north of Coan Harbor Drive.
Trooper R. Cullison’s preliminary investigation reveals that a 2000 Ford Explorer, driven by Wayne C. Arthur Jr., 32, of Heathsville was traveling northbound on Lake Road when he ran off the road, over corrected, lost control and overturned the vehicle.
A front seat passenger identified as Toniqua L. Ruffin, 25, of Dunnsville was not wearing her seat belt and unfortunately succumbed to her injuries, reported VSP Division One public information officer Sgt. Keeli L. Hill.
Arthur was wearing a seat belt and a 2-year-old backseat passenger was properly secured in a child safety seat. They were transported to the hospital for treatment of non-life threatening injuries.
Speed is being considered a factor into the cause of the crash and charges are pending, said Sgt. Hill. The crash remains under investigation with the assistance of the Virginia State Police Crash Reconstruction Team.
