Sheriffs’ Reports 12-21-23

Lancaster County Sheriff Patrick McCranie this week reported charges against four individuals.

Felony

James Barnell Kelly Jr., 33, of Heathsville was charged December 15 with discharging a firearm within or at building or dwelling house.

Misdemeanors

A White Stone woman, 59, was charged December 12 with a pretrial services violation.

A Heathsville woman, 56, was charged December 12 with failure to pay restitution on an underlying charge of petit larceny, and failure to appear in the Lancaster County General District Court on July 5.

A Lancaster man, 18, was charged December 15 with sexual abuse of a child younger than 15.

Activity report

December 11: Staff responded to the 8000 block of Mary Ball Road for fraud, to River Road for debris in the highway, and to the 100 block of Turner Lane for a domestic disturbance.

December 12: Staff responded to the 8000 block of Mary Ball Road for a citizen requesting an emergency protective order, to the 2000 block of Irvington Road for a citizen requesting an emergency protective order, and to the 8000 block of Mary Ball Road for the report of a vehicle hit and run.

December 13: Staff responded to the Robert O. Norris Jr. Memorial Bridge for a vehicle fire, to the 1400 block of Shore Drive for a juvenile complaint, to the 1000 block of Granville Bay Road for an adult welfare check, and to the Norris Bridge for debris in the highway.

December 14: Staff responded to the 100 block of Delta View Drive for gunshots in the early morning hours, to the 500 block of North Main Street for a verbal disagreement, to the 200 block of Methodist Church Road for disorderly conduct, and to the 800 block of Flowering Fields for a citizen requesting assistance.

December 15: Staff responded to the 1 block of Brook Lane for gunshots in the late evening hours, to the 900 block of Rappahannock Drive for livestock in the highway, to the 10 block of Jeffery Avenue for a child welfare check, to Mary Ball Road and River Road for a traffic complaint, to Jessie duPont Memorial Highway and Ditchley Road for a single-vehicle traffic crash, to the 100 block of Thomas Landing Road for legal advice, to the 800 block of Rappahannock Drive for a two-vehicle traffic crash, and to the 90 block of North Main Street for a single-vehicle traffic crash.

December 16: Staff responded to the 1000 block of Oak Hill Road for an adult welfare check, to Morattico and River roads for a disabled vehicle, to the 9000 block of River Road for legal advice, to the 8000 block of Mary Ball Road for a citizen requesting an emergency protective order, to the 3000 block of Weems Road for suspicious activity, and to the 1000 block of Irvington Road for suspicious activity.

December 17: Staff responded to the 3000 block of White Chapel Road for destruction of property, to the 3000 block of Mary Ball Road for a downed tree in the highway, and to the 3000 block of White Chapel Road for debris/standing water in the highway.

Staff also conducted 16 traffic stops, issued eight summonses, assisted two motorists, recorded five deer strike accidents, handled a call for traffic control, investigated four building alarms, logged four inmate transports, and received three E911 hang up calls.

Fire calls

White Stone Volunteer Fire Department responded to a vehicle fire on the Robert O. Norris Jr. Memorial Bridge.

Upper Lancaster VFD and Kilmarnock VFD responded to a structure fire at 7857 River Road.

ULVFD responded to a carbon monoxide alarm at 189 Gosling Walk.

KVFD responded to a propane leak at 64 Dunton Lane.

Northumberland County Sheriff Johnny Beauchamp this week reported charges against eight individuals.

Felonies

Mark Anthony Thompson, 46, of Callao was charged December 9 on a direct indictment issued by the Northumberland County Multi-Jurisdictional Grand Jury with five felony counts of distribution/selling a Schedule I/II drug. He was arrested in Spotsylvania County.

Dylan Scott Carter, 33, of Virginia was charged December 13 with unauthorized use of a vehicle.

Misdemeanors

A Heathsville woman, 18, was charged December 5 with assault and battery.

A Heathsville woman, 42, was charged December 6 on a summons for hit and run unattended.

A Heathsville man, 35, was charged December 7 with assault and battery and also was served a show cause summons issued by the Northumberland County General District Court for failing to be on peace and good behavior from an original charge of obstructing justice. He was arrested by the Richmond County Sheriff’s Office.

A Heathsville woman, 29, was charged December 7 with animal cruelty (deprivation) and animal abandonment.

A New Jersey man, 49, was charged December 10 with driving under the influence, first offense.

A Florida man, 44, was charged December 14 with violating a protective order. This was a Stafford County warrant.
