Bond denied for man charged with murder

LANCASTER—Sevin Shykim Noel of Lottsburg will remain in custody until his February trial for the murder of Nickolas Van Jor Chinn of Heathsville. Noel waived his right to a speedy trial.

Noel, 20, has been charged with first degree murder in the June 26 shooting death of Chinn, 22, whose body was found on a Morratico road.

Asking Judge R. Michael McKenney to grant bond, defense attorney Anna Lindemann told the court it was a self-defense case. Chinn “made threats and produced a firearm” and Noel “shot in response.” Lindemann also noted Noel’s lack of a criminal record and “extensive” ties to the community, submitting 11 letters of support from “pastors, employers, family and friends.”
