Commission forwards restaurant rezoning and short-term rental applications for council approval

KILMARNOCK—As a result of the Virginia Department of Transportation (VDOT) plan to expedite the Robert O. Norris Jr. Memorial Bridge replacement project, Willaby’s Cafe in White Stone is seeking to relocate from its current riverfront perch to Kilmarnock.

Owner William Barnhardt on Monday, May 12, appeared before the planning commission to address his application to rezone 86 Harris Road from limited commercial (C2) designation to general commercial (C1) for the purpose of operating a restaurant. The property was previously a medical office.
