IRVINGTON—Numerous complaints by Irvington residents about dumping and unknown runoff into Old Mill Cove at the site of a sand and gravel pit brought out representatives of the Virginia Department of Environmental Quality (DEQ) and Department of Mines, Minerals and Energy (DMME) on July 2.
