KILMARNOCK—Town manager Susan Cockrell gave a quick synopsis of Kilmarnock’s proposed $17,517,963 fiscal year 2024-25 budget at a June 17 meeting, despite an unattended public hearing.
The proposed budget reflects a more than $5.4 million increase from the current budget with the bulk of that increase directed toward the town’s wastewater treatment 2.1 and 2.2 projects. That portion is up by more than $4.3 million. The projects will help to upgrade components which were last renovated in the late 1990s. According to Cockrell, the town will have $6.6 million in loans from the USDA and over $7.5 million in grants.
“We’re gearing up for what we anticipate to be a lot of growth in town,” she said.
The proposed budget also calls for a $15 hike in the base sewer fee per cycle, effective July 1. The town also plans to add three employees in its utilities budget to enable in-house completion of projects versus the hiring of….
