Lawmakers end special session without a budget; action taken on some bills

RICHMOND—Lawmakers returned to the Virginia State Capitol on Thursday, April 23, for a special session to finalize the $212 billion biennial budget, but recessed just hours later, no budget at hand. According to the Virginia Legislative System (lis.virginia.gov), there is no date for the General Assembly to reconvene yet. The current budget ends June 30.

At issue are two sources of revenue some lawmakers were hoping to use toward schools and infrastructure. Senate Bill 661 introduced by Sen. Aaron Rouse would have regulated and taxed electronic skill gaming….
