LANCASTER—Following changes made at the 2026 session of the General Assembly, the Lancaster planning commission on Thursday, September 17, scheduled a public hearing for October 15 on revisions to its zoning ordinance to address manufactured homes and utility scale solar facilities.
Laws that took effect July 1 require localities to “permit manufactured homes in areas zoned for agriculture by expanding the requirement to all zoning districts where site-built housing is allowed, with certain conditions,” said planning/zoning director Andrea Pruett.
While the law states that “the manufactured home is to be converted to real estate and affixed to the plan,” there are many ways to affix a manufactured home to real property, but the county cannot be as specific in its ordinance, said Pruett.
