Proposed $645,000 capital improvement plan set for hearing in Northumberland

HEATHSVILLE—The Northumberland planning commission’s capital improvement committee completed its work on the fiscal year 2023 capital improvement plan, presenting a proposed $645,050 guideline for projects to be completed. A public hearing on the plan was scheduled for 5:30 p.m. Thursday, May 5.

County planner Stuart McKenzie said the first project listed, a $440,000 replacement of a well at the elementary school, is required by the Department of Environmental Quality (DEQ). A second well at $440,000 at the middle/high school was not funded for the 2023 fiscal year.

“The DEQ issued an order to replace the wells at the elementary and middle/high school because the grouting is insufficient to prohibit contamination between aquifer layers,” said McKenzie. “The deadline for replacement is 2025. These wells are not that old. Basically what happened is the DEQ changed their standards….
