The Lancaster school board has scheduled a public hearing on Monday, November 21, at 5:30 p.m. at the middle school on the comprehensive agreement between Lancaster County Public Schools (LCPS) and Branch Builds for the construction of the new middle/high school.
The complete agreement can be found at lcs.k12.va.us under PPEA Proposed Comprehensive Agreement. The Public-Private Educational Facilities and Infrastructure Act, also known as PPEA, allows the school division to form a public-private partnership, in this case with Branch Builds and VMDO, both firms working on a new elementary school, to streamline the design and construction of the new middle/high school rather than separate design and construction proposal phases. The comprehensive agreement with Branch Builds among other things, details the exact work to be performed, how the project will proceed and the responsibilities of each party.
