Sheriffs’ Report 07-27-23

Lancaster County Sheriff Patrick McCranie this week reported charges against five individuals.

Felony

Jasmine Lajoi Noel, 27, of Farnham was charged July 20 with assault and battery of a law enforcement officer; after having received a visible or audible signal from a law enforcement officer to stop, drive a motor vehicle in a willful and wanton disregard of such signal so as to interfere with or endanger the operation of the law enforcement vehicle or endanger a person (two counts); while being a parent, guardian, or a person responsible for the care of a child under 18 years of age, commit a willful act or omission in the care of such child so gross and wanton as to show a reckless disregard for human life; without just cause, knowingly obstruct a law enforcement officer in the performance of their duties; knowingly attempt to intimidate or impede by threats of force a law enforcement officer lawfully engaged in duties; drive a vehicle on a highway recklessly or at a speed or in a manner so as to endanger the life, limb, or property of a person; while being the driver of a vehicle on a roadway that has been divided into clearly marked lanes, fail to drive as nearly as practicable entirely within a single lane or move from a single lane before having ascertained that such movement could be made safely; drive a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic; failure to ensure that a child under the age of eight being transported in a motor vehicle be properly secured in a child restraint device; and while being the driver of a motor vehicle, fail to wear an appropriate safety belt system when such vehicle was in motion on a public highway.

Misdemeanors

A White Stone man, 35, was charged July 20 with stealing merchandise valued at less than $1,000, and appearing in public in an intoxicated condition.

A White Stone man, 55, was charged July 22 with committing an act of disorderly conduct in a public place, and appearing intoxicated in public.

A Mollusk man, 40, was charged July 23 with committing an act of disorderly conduct in a public place.

A Lancaster woman, 21, was charged July 23 with failure to appear in court.

Activity report

July 17: Staff responded to the 2100 block of Morattico Road for annoying phone calls, to the 100 block of Chase Street for a person with an altered mental status, to the 100 block of Clover Lane for child neglect/abuse, and to a walk in report of a hit and run accident.

July 18: Staff responded to Sullavans Road for a noise violation from loud music, to the 200 block of White Chapel Road for a domestic disturbance, to the 1900 block of Goodluck Road for a two-vehicle traffic crash, to the 100 block of Pine Drive for theft of a handgun, to James Jones Memorial Highway for a box of trash in the roadway, and to the 100 block of Senior Creek Place for a noise violation from loud music on Sullavans Road.

July 19: Staff responded to the 1800 block of Davis Mill Road for a domestic disturbance, to the 300 block of Sunset Drive for a suspicious vehicle, to Mary Ball and Fleets Bay roads for a minor two-vehicle traffic crash, to the 1800 block of Davis Mill Road for eluding law enforcement, and assault and battery of a law enforcement officer and neglect of a child.

July 20: Staff responded to Merry Point and Buzzards Neck roads for a single-vehicle traffic crash versus a power pole, to Irvington Road and School Street to assist Virginia State Police (VSP) with a traffic stop, to the 1700 block of Taylors Creek Road for a burglary and threats made to harm another, and to the 600 block of Rappahannock Drive for an intoxicated person in a public place.

July 21: Staff responded to the 800 block of Rappahannock Drive for larceny of checks, to the 1300 block of Old Salem Road for a verbal dispute, to the 100 block of South Main Street to assist Kilmarnock Police Department (KPD) with a two-vehicle traffic crash, to the Robert O. Norris Jr. Memorial Bridge for wood in the roadway causing a traffic hazard, to the 5600 block of Morattico Road for a two-vehicle traffic crash-one of the vehicles being a lawnmower, to the 5600 block of Morattico Road for a golf cart on the public roadway, to the 100 block of Our Way Drive for gun shots in the area, and to Old Glebe and Pine Ridge roads to assist VSP with a traffic stop with several occupants.

July 22: Staff responded to the 600 block of Chesapeake Drive for an intoxicated and disorderly person, to the 1300 block of Shore Drive for a missing juvenile, to the 8700 block of Mary Ball Road for a verbal dispute, to the 100 block of Bailey Lane for suspicious activity, to the 100 block of North Main Street for a suspicious person, to the 1300 block of Old Salem Road for unsafe shooting, to the 400 block of East Church Street to assist KPD with a domestic disturbance, to the 600 block of Lancaster Creek Drive for trespassers, to the 100 block of King Carter Drive for illegal fireworks, and to the 200 block of Methodist Church Road for a trespasser.

July 23: Staff responded to the 1500 block of Sandy Point Road to assist Northumberland County Sheriff’s Office with a large crowd and a fight in progress, to the 100 block of Sullavans Road for a noise violation from loud music, to the 2500 block of Merry Point Road for a fight in progress involving weapons, to Merry Point and Devils Bottoms roads for an intoxicated driver, and to the 16600 block of Mary Ball Road for vandalism of a vehicle and larceny of U.S. currency.

Staff also conducted 29 traffic stops, issued 14 summonses, assisted four motorists, recorded three deer strike accidents, handled two calls for traffic control, investigated six building alarms, processed a mental health order, logged an inmate transport, received 26 E911 hang up calls, and fielded three calls for animal control service.

Fire calls

Upper Lancaster Volunteer Fire Department responded to a fire/smoke alarm on Mary Ball Road, and a traffic crash on Buzzards Neck Road.

Kilmarnock VFD responded to a traffic crash on Goodluck Road, established a landing zone for emergency medical services on Heron Crest Lane, and to the smell of propane on Middle Gate.

Northumberland County Sheriff Johnny Beauchamp this week reported charges against 16 individuals.

Felonies

Alfonso Ruiz-Monge, 27, of Heathsville was charged July 10 with possession of a firearm after being declared a felon.

Dorian Dwyane Howard, 36, of Callao was charged July 11 with felony credit card larceny.

Marcus Antoine Taylor, 24, of Yorktown was charged July 11 on a capias to show cause issued from the King and Queen County Circuit Court for a probation violation on the original charge of manufacturing a controlled substance and failing to obey the rules and regulations of the probation officer. He was served by the Northumberland County Sheriffs Office (NCSO).

Douglas Edward Spears, 56, of Lorton was charged July 17 with a felony fail to appear in the Fairfax County General District Court on an underlying charge of assault and battery of a police officer. Also issued from the Fairfax County Juvenile and Domestic Relations Court was a capias/attachment of the body with the underlying charge of failing to appear. He was served by the NCSO.

Joshua Robert Bryant, 38, of Lancaster was charged July 20 on a capias to show cause issued by the Northumberland County Circuit Court for a violation of his parole. The original charges were breaking and entering and aggravated malicious wounding.

David Conway Wimer, 34, of Reedville was charged July 23 with grand larceny of a four-wheeler and breaking into a home or occupied out house with the intent to commit larceny.

Misdemeanors

An Arlington woman, 59, was charged July 10 with petit larceny and was issued a summons for an expired registration.

A Hague man, 34, was charged July 12 with two counts of assault and battery.

A Heathsville man, 28, was charged July 14 with criminal trespassing. This was a Lancaster warrant served by the Northumberland County Sheriff’s Office.

A White Stone man was charged July 16 with assault and battery of a family member. This was a Northumberland County warrant, served by the Lancaster County Sheriff’s Office.

A Burgess man, 23, was charged July 18 with shoplifting from Walmart in Kilmarnock. This was a Lancaster County warrant served by the NCSO.

A Heathsville woman, 35, was charged July 18 with two counts of animal cruelty/deprivation.

A Heathsville woman, 58, was charged July 18 with three counts of animal cruelty/deprivation.

A Heathsville woman, no age given, was charged July 20 with animal depredation by a dog.

A Heathsville woman, 22, was charged July 21 with interfering with the property rights of others.

A Lottsburg woman, 54, was charged July 23 with assault and battery.
