Sheriff’s Report 10-30-25

Lancaster County Sheriff Patrick McCranie this week reported charges against eight individuals.

Felonies

Kent Pernell Pinkard, 68, of White Stone was charged October 24 with assault and battery of a law enforcement officer, driving a motor vehicle while intoxicated (misdemeanor), refusal to submit breath or blood for chemical test (misdemeanor), obstructing justice; resisting arrest (misdemeanor), disregarding signal by law enforcement to stop (misdemeanor), and reckless driving by driving a motor vehicle on the highway at a speed of 20 mph or more in excess of the applicable maximum speed limit (misdemeanor).

Robert Lynn Lucas, 70, of Lancaster was charged October 25 with malicious wounding (indictment).

Ryan Donnell Smith, 47, of  Lancaster was charged October 25 with possession of a Schedule I/II controlled substance, and possession of firearm while in possession of certain substance (indictment).

Misdemeanors

A Lancaster man, 50, was charged October 20 with failure to appear in court on December 1, 2021.

A Weems woman, 34, was charged October 21 with assault and battery of a family or household member.

A Kilmarnock man, 21, was charged October 22 with assault and battery of a family or household member.

A White Stone woman, 26, was charged October 24 with failure to report/contact pretrial supervision on the underlying charge of DWI, second offense within five years.

A Lancaster man, 32, was charged October 26 with revocation of suspension of sentence and probation.

Activity report

October 20: Staff responded to the 200 block of Beach Road for an adult welfare check, and to the 500 block of Chesapeake Drive for a domestic disturbance.

October 21: Staff responded to Mary Ball and Pinckardsville roads for a two-vehicle traffic crash, and to the 1400 block of Avis Trail for a neighbor dispute.

October 22: Staff responded to Jessie duPont Memorial Highway for a reckless driver.

October 23: Staff responded to the 400 block of Johns Neck Road for an adult welfare check, to the 400 block of Christ Church Road for a two-vehicle traffic crash, to the 10000 block of Jessie duPont Memorial Highway for a two-vehicle traffic crash, to the 100 block of Campbell Road for legal advice, to the 2000 block of Black Stump Road for an assault, and to the 1000 block of Pinckardsville Road for a fight in progress.

October 24: Staff responded to the 100 block of Inlet Cove for trespassing, and to the 7000 block of Mary Ball Road for a two-vehicle traffic crash.

October 25: Staff responded to the 800 block of Boys Camp Road for suspicious activity, to the 300 block of River Bluff Road for an adult welfare check, to the 600 block of Boys Camp Road for suspicious activity, and to the 100 block of Town Creek Lane for suspicious activity.

October 26: Staff responded to the 200 block of Beach Road for destruction of property, and to the 3000 block of Merry Point Road for legal advice.

Staff also conducted 34 traffic stops, issued 22 summonses, assisted three motorists, recorded five deer strike accidents, handled a request for traffic control, investigated nine building alarms, logged an inmate transport, received four E911 hang up calls, and fielded seven calls for animal control service.

Fire calls

Upper Lancaster Volunteer Fire Department responded to a traffic crash at Mary Ball and Pinkardsville roads.

Kilmarnock VFD responded to traffic crashes at 420 Christ Church Road and at 10943 Jessie duPont Memorial Highway.

Reminder, those charged with alleged crimes are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
