Sheriff’s Report 12-17-20

Lancaster County Sheriff Patrick McCranie this week reported charges against seven individuals.

Felony

John Randolph Hooper, 34, of Richmond was charged December 8 with felony murder, involuntary manslaughter—under the influence while operating a watercraft and failure to stop and assist with a serious injury or death.

Misdemeanors

A Topping man, 29, was charged December 8 with violating conditions of a pretrial release.

A Lancaster man, 42, was charged December 8 with violating a protective order.

A Kilmarnock man, 69, was charged December 10 with driving while license suspended, second offense.

A Lancaster man, 36, was charged December 11 with two counts of failure to appear.

A Lancaster man, 70, was charged December 12 with assault.

A Kilmarnock man, 77, was charged December 12 with obtaining an advance of money valued at less than $500 with a fraudulent intent to perform construction.

Activity report

December 7: Staff responded to Mary Ball and Goodluck roads for a single-vehicle traffic crash, to the 300 block of White Hall Road for trespassers and property damage, to the 100 block of South Drive for domestic violence and mental issues, to the 100 block of Moran Creek Road to check the welfare of a resident, to the 200 block of Peake Road for a trespasser, the 500 block of Chesapeake Drive for a theft in progress, and to the 400 block of Twin Branch Road for gunshots fired into a residence and vehicle.

December 8: Staff responded to the 200 block of Methodist Church Road for a verbal disagreement, to the 500 block of Chesapeake Drive for a person with an altered mental status, to the 200 block of Shady Lane for elder abuse, to a walk-in report of a violation of a protective order, to the 500 block of Southport Lane to assist emergency medical services with an emotionally distraught patient, and to the 400 block of Twin Branch Road a suspicious vehicle.

December 9: Staff responded to the Robert O Norris Jr. Memorial Bridge for debris in the roadway causing a traffic hazard, to a walk-in report of an attempted fraud, to the Norris Bridge for a disabled vehicle in the roadway, to the 500 block of North Main Street to assist the Kilmarnock Police Department with a fight in progress, and to the 100 block of Brook Lane for a domestic disturbance.

December 10: Staff responded to the 100 block of Carlson Road for a suspicious vehicle, and to the 100 block of Second Avenue to check the welfare of a resident.

December 11: Staff responded to a walk-in report of an attempted fraud, to the 500 block of Black Stump Road for a two-vehicle traffic crash, to Mary Ball Road near Goodluck Road for a large amount of medical-type waste in the roadway, to Chowning Ferry Road for gunshots after dark, to River and White Chapel roads for a single-vehicle overturned traffic crash, and to the 100 block of Little Branch Drive for a sexual assault.

December 12: Staff responded to the 600 block of Chesapeake Drive for an intoxicated person, to Yankee Point Road for speeders and hunting dogs in the highway, to the 1900 block of Lara Road for an assault, and to the 1400 block of Windmill Point Drive for the report of a domestic assault.

December 13: Staff responded to the 100 block of Fox Hill Drive to assist Virginia State Police with the traffic stop of a wanted person, to Mary Ball and Goodluck roads for a two-vehicle traffic crash, and to River and Teague roads for a person hanging a gun out of the window of a passing vehicle.

Staff also conducted 29 traffic stops, issued 16 summonses, assisted five motorists, recorded a deer strike accident, handled two calls for traffic control, logged an inmate transport, received 25 E911 hang-up calls, and fielded three calls for animal control service.

Fire calls

Kilmarnock Volunteer Fire Department responded to a traffic crash at Mary Ball and Goodluck roads.

White Stone VFD responded to a fire/smoke alarm on Windmill Point Road.

Upper Lancaster VFD responded to a traffic crash on River and White Chapel roads.
