Sheriff’s Reports 01-06-22

Lancaster County Sheriff Patrick McCranie this week reported charges against five individuals.

Felony

Kentel Devante Noel, 29, of Weems was charged (no date given) with distribution of Schedule I/II narcotics.

Misdemeanors

A Lancaster man, 33, was charged December 20 with six counts of shoplifting/altering the price/concealing goods valued at under $200.

A Lancaster man, 39, was charged December 26 with recklessly handling a firearm as to endanger life, limb or property.

A Weems man, 66, was charged December 29 with assault.

A White Stone man, 68, was charged December 29 with failure to appear in court.

Activity report

December 20: Staff responded to the 100 block of Chestnut Grove Road for the reported larceny of heating oil, to the 100 block of Cove Lane for brandishing a firearm and larceny of U.S. currency, to the 3700 block of Weems Road for debris in the roadway, and to the 400 block of James Wharf Road for vandalism of a driveway gate.

December 21: Staff responded to the 10300 block of River Road to check the welfare of a resident, to the Robert O. Norris Jr. Memorial Bridge for a possible suicidal person, to the 100 block of Breezy Point Road for gunshots near a residence, to the 400 block of Gaskins Road for stalking, to the 100 block of Shady Lane for a suspicious vehicle, to the West Church and North Main streets to assist Kilmarnock Police Department (KPD) with a single-vehicle traffic crash with injuries, to the Norris Bridge for debris in the roadway causing a traffic hazard, to the 100 block of Entertainment Drive for threats made to commit arson, and to the 100 block of Windmill Point Road for a trespasser.

December 22: Staff responded to the Norris Bridge for debris in the roadway, to the 100 block of Reynolds Farm Road for cyber blackmail, Mary Ball Road in the White Stone area for a reckless driver, to the 400 block of South Main Street to assist KPD with a three-vehicle traffic crash with injuries, and to the 2900 block of Lara Road for a domestic assault.

December 23: Staff responded to the 9900 block of Mary Ball Road for a domestic assault, to the 8300 block of Mary Ball Road for a possible suicidal person, to Clark and Mary Ball roads for a two-vehicle traffic crash, to Dameron Drive for vandalism of several mailboxes, to Windmill Point and Antirap roads for debris in the roadway, and to Norris Bridge for a disabled vehicle.

December 24: Staff responded to the 100 block of School Street to assist KPD with a domestic assault, to the 2500 block of Merry Point Road for a domestic assault, to the 1300 block of Beanes Road for a suspicious person, and to the 8200 block of Mary Ball Road for an aggravated assault.

December 25: Staff responded to the 400 block of Church Street to assist KPD with a domestic disturbance, to the 1000 block of Goodluck Road for a verbal disagreement, to the 1400 block of Fleets Bay Road for shooting in the area, to the 4400 block of Irvington Road for a possible rabid fox, and to the 12200 block of Mary Ball Road for a malicious wounding.

December 26: Staff responded to the 300 block of White Pine Drive for illegal dumping of trash, to the 400 block of South Main Street to assist KPD with a disorderly person, to the area of Flowering Field for a two-vehicle traffic crash, to James Wharf and Yopps Cove roads for a four wheeler driving recklessly without lights on the roadway.

December 27: Staff responded to a walk-in report of a hit and run at the 400 block of King Carter Road, to Chases Road for an abandoned vehicle, to River and Morattico roads for a three-vehicle traffic crash with serious injuries, and to the 400 block of Greentown Road for threats to harm another and assault.

December 28: Staff responded to the 7800 block of River Road for a suspicious vehicle.

December 29: Staff responded to the 100 block of River Bluff Road to check the welfare of a resident, to the 2900 block of Lara Road for a possible burglary, to the 600 block of Alphonso Road for vandalism of a mailbox, to the 900 block of Chesapeake Trail for fraud/obtain money by false pretense, and to a walk-in report of threats to harm another that occurred in the 200 block of School Street.

December 30: Staff responded to the 500 block of Southport Lane to assist KPD with a disorderly person.

December 31: Staff responded to the 100 block of Cedar Lane to assist KPD with a child custody dispute, and responded to Carlson and Crawfords Corner roads for a single-vehicle traffic crash.

January 1: Staff responded to the 500 block of Johns Neck Road for multiple gunshots in the early morning hours, to Chesapeake Drive and Beach Road for a single-vehicle traffic crash, to the 800 block of Clark Point Drive to check the welfare of a resident, to the 20300 block of Mary Ball Road for a hunting violation, to the 300 block Twin Branch Road for threats to harm another and the brandishing of a firearm, to the 200 block of Old Fairground Way to assist KPD with an intoxicated person, and to the 2900 block of Lara Road for a verbal disagreement.

January 2: Staff responded to the 2900 block of Lara Road for the report of a trespasser.

Staff also conducted 18 traffic stops, issued nine summonses, assisted eight motorists, recorded five deer strike accidents, investigated seven building alarms, logged six inmate transports, received 32 E911 hang-up calls, and handled four call for animal control.

Fire calls

The Kilmarnock Volunteer Fire Department responded to a fire/smoke alarm on South Main Street, a traffic crash on West Church Street, a request for assistance from Northumberland to a fire on Southgate Drive, a traffic crash on Mary Ball Road, a traffic crash on Carlson Road, and with White Stone VFD to a structure fire on East Church Street.

White Stone VFD also responded to a trash fire on Edgewood lane, a fire/smoke alarm on Windmill Point Road, and a traffic crash on Chesapeake Drive.

Upper Lancaster VFD responded to a lift assistance request on Hickory Road, a traffic crash on River Road, a brush fire on Lara Road, a fuel spill on Mary Ball road, and lift assistance request on Riverside Drive.

Northumberland County Sheriff Johnny Beauchamp this week reported charges against 22 individuals.

Felonies

Michael Scott Kappel, 54, of Heathsville was charged November 20 with grand larceny, failure to perform construction after being given an advance and obtaining money by false pretenses.

Timothy Stuart Gough, 57, of Reedville was charged November 26 with disregard for law enforcement command and reckless driving. He also was charged with reckless driving before entering a highway for not stopping at a stop sign.

Norris Shay Bibbens, 31, of Heathsville was charged December 3 with possession of a Schedule I/II drug and assault and battery of a family member.

Kevin Lamont Muse, 48, of Heathsville was charged December 9 with felony unauthorized use of a vehicle. He also was charged with driving without a license. A capias/attachment of the body was issued by the Northumberland County juvenile and Domestic Relations Court for failing to appear.

Daniel Lewis Stokes (no age given) was charged December 10 with two felony warrants issued by the Virginia State Police (VSP) for failing to register. Northumberland County Circuit Court issued a capias for two felony charges of failing to register and revoked his bond.

Richard Neal Dawson, 42, of Heathsville was charged December 10 with obtaining an advance to perform construction and obtaining money by false pretenses.

Brian Keith Hall, 48, of White Stone was charged December 13 with obtaining money by false pretenses and failing to perform construction. These were Northumberland County warrants served by the Lancaster County Sheriff’s Office.

Misdemeanors

A Lottsburg woman, 57, was charged November 17 with assault and battery.

A Reedville man, 37, was charged November 17 with driving on a revoked license, alcohol related.

A Petersburg man, 31, was charged November 17 with driving on a revoked license, alcohol related.

A Lively man, 30, was charged November 28 with driving under the influence of alcohol, first offense, and a summons was issued for crossing the double yellow lines.

A Heathsville woman, 31, was charged November 28 with driving suspended and or revoked.

A Lancaster woman, 30, was charged November 28 with assault and battery. This was a Northumberland County warrant served by the Richmond County Sheriff’s Office.

A Farnham man, 57, was charged November 29 with threatening an illegal or immoral act over the phone.

A Heathsville man, 48, was charged December 3 with being drunk in public.

A Callao man, 40, was charged December 8 with driving under the influence of alcohol and a summons was issued for defective equipment.

A Kilmarnock man, 36, was charged December 10 with a capias/attachment of the body issued by the Northumberland County General District Court for failing to obey a court order. He was served by the Warsaw Police Department.

A Reedville man, 55, was charged December 10 with obstruction of justice.

A Callao man, 42, was charged December 10 with driving on a suspended license and fleeing from law enforcement. He also was charged with giving false identity and being in possession of a license plate/decal when not entitled. These were Northumberland County warrants served by the VSP.

A Callao man, 43, was charged December 11 with a capias/attachment of the body issued by the Northumberland County Juvenile and Domestic Relations Court for failing to appear.

A Lancaster man, 24, was charged December 16 with a capias/attachment of the body issued by the Northumberland County General District Court for failing to appear.

A Lottsburg man, 57, was charged December 18 with assault and battery of a family member.
