Smith must answer to Virginia State Bar Association regarding Hooper proceedings

RICHMOND—Former Lancaster County Commonwealth’s Attorney Jan C. Smith of White Stone is facing professional misconduct charges by the Virginia State Bar Association for his handling of a plea agreement associated with manslaughter charges against John Randolph “Rand” Hooper of Richmond.

The disciplinary hearing has not yet been scheduled. If the charges are proved, Smith could face suspension or revocation of his law license.

The association’s sixth district subcommittee certified misconduct charges against Smith on May 13, according to documents filed with DaVida M. Davis, clerk of the disciplinary system for the Virginia State Bar. The subcommittee found Smith to have violated…
