LANCASTER—Residents of Hills Quarter packed the Lancaster board of supervisors’ chamber Thursday, September 26, to voice opposition to a proposed expansion of their subdivision as outlined in a revised master plan.
The request by owner Carter Financial Corporation would add 137 lots of similar size to the existing 297-lot subdivision. According to director of planning and land use Olivia Hall, the lots would be in four areas that were part of the former golf course and driving range.
“This revision satisfies the original R2 zoning requirements,” Hall said. “Originally, R2 zoning and clustering of the development allowed for services and developable land to be utilized more efficiently. The density for R2 is three dwelling units per acre. As this is designed now, it is 1.43 dwelling units per acre….
