KILMARNOCK—Kilmarnock town manager Susan Cockrell recently offered some clarification to the “spontaneous events” ordinance adopted by the Kilmarnock Town Council on April 20.
This ordinance specifically addresses First Amendment activities on public property, said Cockrell. It does not affect activities on private property or events held at Town Centre or Joe Curry parks such as birthday or anniversary parties, entertainment programming or special events. The town has a “Special Events” policy and process for that. First Amendment activities held at the town parks are covered by the ordinance as well.
