General Assembly update

RICHMOND—By a 40-0 vote, the Senate on Monday approved House Bill 1491, authorizing the Virginia Marine Resources Commission to convey to Dominion Energy an easement and rights-of-way to construct and maintain a transmission line under the Rappahannock River.

The House on February 13 passed the bill, 100-0, according to Virginia’s Legislative Information System, lis.virginia.gov.

Once the bill is signed by the speaker of the House and the president of the Senate it will be forwarded to the governor.

Gov. Ralph Northam can sign the bill and it becomes law. He can offer amendments and if the House and Senate agree, the bill becomes law. He can veto the bill, in which case the House and Senate may overrule the veto by a two-thirds vote in both chambers and it will become law. Or, he could take no action on the bill and it would become law.
