Town budget hearing all quiet; welcome signs to be illuminated

KILMARNOCK—Citizens of Kilmarnock offered no comment Monday as town council held its first public hearing on a proposed general fund budget totaling $3,192,243 for the 2019-20 fiscal year.

Council members also remained silent on the budget during the meeting.

As proposed, the budget is based on proposed tax rates of $0.0937 per $100 of assessed real estate and $0.16 per $1,000 of assessed personal property. The real estate tax rate would be $0.0063 less than the current rate.

The town’s proposed overall budget is $4,895,060 including the general fund, $3,192,243; water fund, $543,719; and sewer fund, $1,159,098.

The general fund budget is based on an anticipated operating revenue of $2,317,227 from taxes and fees, and carryover funds totaling $875,016.

Estimated expenditures total $2,543,675, including administration, $1,027,607; public safety, $498,230; public works, $319,739; debt service/Main Street, $155,549; debt service/Town Centre Park; $225,050, and capital improvement projects, $317,500.
