Ronald O’Neal Carter

BALTIMORE, MD—Ronald O’Neal Carter of Baltimore, Md., died July 29, 2023, at Johns Hopkins Hospital in Baltimore, after a long illness.

He was born to the late Floyd O’Neal and Pauline Victoria Nickens Carter on October 26, 1949, in Kilmarnock. Ronald was also predeceased by his daughter, April LaShawn Carter Smith.

Ronald was educated in the public schools of Lancaster County. He worked on the Chesapeake Bay with his father as an oysterman at an early age, then as a chief engineer on menhaden fish boats in Louisiana. He also mastered operating heavy equipment and tractor-trailers.

He is survived by his wife, Dianna LaBlanc Carter; six children, Constance Hebert of Yorktown, Sheila Hebert Baker of Lake Charles, La., Danita McLean of Baltimore, Rolanda Martin of Chauvin, La., Ronald Harding of Durham, N.C., and Brandon Rachal of Metairie, La.; two sisters, Sen. Joan Carter Conway of Baltimore and Dr. Claudette Carter Henderson of Weems; two brothers, William M. Nickens of Weems and Marvin O. Carter Sr. of Edgefield, S.C.; 13 grandchildren and nine great-grandchildren.

A service of remembrance was held Saturday, October 28, at Sharon Baptist Church in Weems. Repast followed in the fellowship hall.
