Sheriffs’ Reports 10-09-25

Lancaster County Sheriff Patrick McCranie this week reported charges against four individuals.

Felonies

Brandon Todd Fischer, 35, of Lancaster was charged September 29 with fleeing justice from Maryland on a charge of failure to appear on the underlying charge of possessing with intent to distribute (extradition warrant).

Christopher Lynn Goins Jr., 36, of Lancaster was charged October 1 with three counts of revocation of suspension of sentence and probation on a felony offense.

Deavion Jamiere Holden, 18, of Lancaster was charged October 1 with maliciously causing bodily injury with the intent to maim, disfigure, disable or kill, and misdemeanor assault or battery by mob.

Misdemeanor

A Weems woman, 28, was charged October 1 with two counts of attempting to defeat a drug or alcohol screening by the substitution of a sample.

Activity report

September 29: Staff responded to the 16000 block of Mary Ball Road for a suspicious person, to the 900 block of Corrotoman Circle for an adult welfare check, to the 200 block of Old Fair Grounds Way for a fight in progress, to the 2000 block of River Road for a suspicious person, to the Robert O. Norris Jr. Memorial Bridge for a reckless driver, and to the 800 block of Goodluck Road for livestock in the highway.

September 30: Staff responded to the 100 block of Saltwater Drive for a civil complaint, and to the 1000 block of Ocran Road for an adult welfare check.

October 1: Staff responded to the 9000 block of Mary Ball Road for trespassing, and to the 3000 block of Mary Ball Road for an adult welfare check.

October 2: Staff responded to the 400 block of Twin Branch Road for a verbal dispute, to the 80 block of Washington Street for a breaking and entering, to Mary Ball and Ocran roads for a pedestrian complaint, and to Smith Lane for breaking and entering.

October 3: Staff responded to the 3000 block of White Chapel Road for a verbal dispute, and to the 1900 block of Black Stump Road for gunshots in the late evening hours.

October 4: Staff responded to the 400 block of Benson Road for legal advice, and to the 100 block of First Street for threats.

October 5: Staff responded to the 1300 block of Lumberlost Road for threats, and to the 400 block of Greentown Road for gunshots in the late evening hours.

Staff also conducted 36 traffic stops, issued 25 summonses, assisted four motorists, recorded two deer strike accidents, handled a request for traffic control, investigated six building alarms, logged two inmate transports, received nine E911 hang up calls, and fielded six calls for animal control service.

Fire calls

Upper Lancaster Volunteer Fire Department responded to a fire alarm at 144 Hills Lane.

White Stone VFD responded to a fire alarm at 2959 Litle Bay Road.

Northumberland County Sheriff Johnny Beauchamp this week reported charges against 20 individuals.

Felonies

Tavon R. Thompson, 26, of Heathsville was charged September 10 with selling/distributing a Schedule I/II drug, possession with intent to sell or distribute a Schedule I/II drug, possession with intent to sell or distribute a methamphetamine mix, and possession of a firearm while distributing a Schedule I/II drug.

Crystal Faither Kappel, 52, of  Heathsville was charged September 12 with seven felony charges of failing to perform construction work after being paid in advance. She also was charged with practicing a profession without a license. A misdemeanor warrant also was served on her for performing construction, under $1000 and being paid in advance.

Michael Scott Kappel, 58, of Heathsville was charged September 12 with seven felony counts of failing to perform construction, after being paid in advance. He also was charged with practicing a profession or occupation without a license.

Darryn Devaughan Walters, 42, of Heathsville was charged September 12 with possession of a Schedule I/II drug, and appearing intoxicated in public.

Cedric Kurt Harding, 44, of Heathsville was charged September 13 with malicious bodily harm and strangulation, causing wounds or injury.

Perry Stewart Slayton, 70, of Reedville was charged September 17 with felony assault of a police officer, four counts of possession of a firearm on school grounds, three counts of obstruction of justice, and petty larceny.

Christopher Lynn Goins Jr., no age given, of Lancaster was charged October 1 on a capias to show cause issued by the Northumberland County Circuit Court to show why his suspended sentence is not revoked on three felony probation violations. He was served by the Lancster County Sheriff’s Office (LCSO).

Gracey Lorraine Echard, 23, of Callao was charged October 5 with two felony counts of assaulting a police officer, trespassing after being forbidden to do so and attempting to flee from law enforcement.

Allen Blair McGurren, 41, of Heathsville was charged October 5 with one felony count of strangulation, and assault and battery of a family member.

Misdemeanors

A Lottsburg man, 42, was charged September 8 with driving under the influence (DUI), first offense.

A Callao man, 36, was charged September 8 with criminal trespassing.

A Callao woman, 35, was charged September 8 with criminal trespassing.

A Heathsville man, 29, was charged September 15 with unlawful dissemination of an image.

A Heathsville man, 35, was charged September 20 with damaging property.

A Lancaster man, 38, was charged September 22 on a show cause summons issued by the Northumberland County General District Court for failing to appear on an original charge of driving suspended. He was served by the LCSO.

A Heathsville man, 59, was charged September 23 on a capias/attachment of the body issued by the Northumberland County General District Court for being non-compliant after enrolling in VASAP and recent charges including being intoxicated. The original charge was DUI. This was a Westmoreland County warrant served by the Northumberland County Sheriff’s Office.

A Reedville woman, 39, was charged September 29 with assault and battery of a family member.

A Callao woman, 35, was charged September 29 on a capias/attachment of the body for failing to appear in the Northumberland County General Court on an original charge of criminal trespassing. She was served by the Middlesex County Sheriff’s Office.

A Heathsville man, 34, was charged October 1 on a capias/attachment of the body issued by the Northumberland County General District Court for failing to appear on original charges of reckless driving and a failure to appear.

A Lottsburg man, 27, was charged October 4 with assault and battery of a family member. He also was charged separately for another assault. These were Northumberland County warrants, served by the Chesterfield County Police Department.
