OAK GROVE—At approximately 4:34 p.m. Monday, August 12, Virginia State Police responded to a two-vehicle crash at Stoney Knoll Road and James Monroe Highway that resulted in a fatality.
A 2005 Dodge minivan, driven by Keith Emerson Payne Jr., 67, of Colonial Beach was stopped at the stop sign on Stoney Knoll Road and pulled from the stop sign into the path of a 1989 Dodge pickup traveling west on James Monroe Highway. The pickup was unable to avoid striking the van on the drivers side door. Payne succumbed to injuries at the scene. He was wearing a seatbelt.
This crash remains under investigation, according to Sgt. Jessica Shehan, Virginia State Police Division 1 public information officer.
