KILMARNOCK—In the last 30 years, the Town of Kilmarnock has undeniably undergone immense growth in population as well as services and amenities. Improvements for life-long residents and visitors such as downtown revitalization, sewer and water expansions, and the development of Town Centre Park have continued to shape Kilmarnock.

Behind these improvements are dedicated public servants and town staff whose mission has been to celebrate and nurture the town. One individual has been there for more than most, and that is Dr. Curtis H. Smith.
Before Smith began his tenure in public service for Kilmarnock as vice mayor in 1994, he had already begun familiarizing himself with the community as Rappahannock General Hospital’s first pharmacy director.
Smith, who was born and raised in Reedville, initially thought as an adolescent that he wanted to leave the Northern Neck. While a student at Ferrum College, Smith met Wendell Haynie….
