KILMARNOCK—Citizens spoke and the Kilmarnock Town Council listened.

Sixteen people spoke Monday, September 15, in opposition to proposed amendments to the town ordinance related to parades and special events. The public demanded council withdraw the ordinance changes to preserve their constitutional right to freedom of speech and right to assemble.

In the wake of increases in marches and peaceful protests in Kilmarnock over the last several months, the town proposed amendments to the existing special events and parades ordinance citing the need for safety and order for residents and other concerns.

Following a related public hearing, council tabled the proposed amendments for further study.

Changes to the existing amendment would include “parade” being defined as any organized procession of six or more individuals using a public street, lane or sidewalk for the purpose of calling attention of the public. Additionally, an amendment suggested that special events and parades within Steptoe’s District would be restricted to 10 a.m.-2 p.m. Mondays through Fridays, with exceptions by town council.

Additionally, the amendments called for all parades and special events only being authorized via approved permit. Applications for any event or parade must be submitted no less than 60 days prior to the event. All applications would….
