Kilmarnock planners request more time to consider applications

KILMARNOCK—Kilmarnock Planning Commission members on Monday, April 8, indicated they want to be more informed and knowledgable about matters coming before them as the town expects to see major developments in the near future.

With subdivision applications expected to be on the rise, chairman Neill Shultz said he’d like for the commission to have a more thorough understanding of the applications presented prior to making a vote.

A key aspect to better serving on the commission will be receiving documentation and information regarding applications with ample time for review and additional research if needed, particularly when it comes to major projects, he said.

Commission member Barbara Ettner echoed Shultz’s sentiments, saying they need more briefing on applications prior to discussion and action.

Zoning administrator Marshall Sebra said he won’t put any application in front of them if the application is not complete. He said there is a checklist he goes through to make sure the application is up to code and is in line with ordinances in place.

Shultz referenced chapter 38 in the town code which relates to subdivisions. He highlighted section 38.136 which covers the topic of filing applications for subdivisions.

Shultz noted language in the code stating “a subdivider shall file three prints of a preliminary plat prepared by a certified engineer or land surveyor with the subdivision committee (planning commission) at least 10 days prior to the meeting at….
