KILMARNOCK—At a special called meeting on Thursday, August 29, town council members unanimously (4-0) adopted a resolution directing the town attorney to petition the Lancaster County Circuit Court to postpone holding an election on a council vacancy until May 2020.
Council members Rebecca Nunn, Curtis Smith, Les Spivey and Michael Sutherland voted in favor of the resolution. Member Emerson Gravatt was absent.
The Code of Virginia requires that a special election to fill vacancies for any elected local office be held on the date of the next general election, which in this case would be November 5. However, according to town attorney…
