KILMARNOCK—Despite the planning commission’s recommendation for approval, the Kilmarnock Town Council on Monday, November 17, shot down a rezoning application submitted by Fountainhead Homes LLC to build a six-home single-family subdivision off East Church Street.
Applicant Don Hyde said he has been in real estate development since the 1980s and sees a real need for single-family homes in Lancaster County.
His application was submitted to rezone the two-and-a-half acre parcel from single-family density (R1) to medium density (R2).
Hyde noted the target clientele for his homes would be those working towards downsizing and wanting to be close to town. The houses would cost between $575,000 and $675,000, he said. If approved, it would take about 18 months to build out the lots.
During a related public hearing, Gerald Sellers said he is not opposed to the plan to build the six homes on the lot. His concern, however, was what could happen if the rezoning application is approved, then Hyde sold the property before….
