RCC Friends of the Library will host its annual fall luncheon and author event at 11:30 a.m. Thursday, October 19, at Beale Memorial Baptist Church in Tappahannock. Howard Owen will be the guest speaker. He is a retired journalist and author of 22 novels. His most recent book is Dogtown.
