Sheriffs’ Reports 08-13-20

Lancaster County Sheriff Patrick McCranie this week reported charges against five individuals.

Felonies

Christopher Lynn Goins Jr., 31, of Lancaster was charged August 4 with two counts of distribution for profit a Schedule I or II narcotic and distribution of a Schedule I or II narcotic, namely marijuana.

William Morris Noel, 34, of Lancaster was charged August 6 with four counts of distribution of a Schedule I or II narcotic, all being a second offense.

Bonnie Renee Gaskins, 45, of Lancaster was charged August 9 with malicious wounding.

Misdemeanors

A White Stone woman, 67, was charged August 4 with driving while intoxicated, refusal to take a blood or breath test and reckless driving on a parking lot or closed highway.

A Lancaster woman, 35, was charged August 7 with dogs injuring livestock.

Activity report

August 3: Staff responded to Black Stump Road for a vehicle parked in the roadway, to the Carter Creek Bridge for a boat, without a trailer, in the roadway, to a downed tree on a vehicle with the driver trapped inside, and to numerous weather-related calls throughout the county.

August 4: Staff responded to the 100 block of Clark Point Drive to check the welfare of the resident after being alerted by a relative, to Windmill Point Road for downed power lines, to numerous weather-related calls throughout the county, and to the 500 block of North Main Street for a reckless driver that resulted in a traffic stop and an arrest for driving under the influence.

August 5: Staff responded to the 8600 block of Mary Ball Road for a suspicious person, to the 18700 block of Mary Ball Road for a domestic disturbance, to the 200 block of Jeffrey Avenue for an unattended death; responded to Bald Eagle and Ocran roads for the request of traffic control by Dominion Energy, to the 400 Block of East Church Street for a reckless motorcyclist, and to the 200 block of Enon Hall Road to check the welfare of a resident after being alerted by client.

August 6: Staff responded to the 2600 block of Irvington Road for a suspicious vehicle, and to the 800 block of Nuttsville Road for a foot pursuit by law enforcement.

August 7: Staff responded to the 300 block of Twin Branch Road for a domestic assault, to a walk-in report of a reckless driver, to the 700 block of Preserve Drive for a prowler; responded to the 100 block of Morattico Road for larceny from a vehicle, to the 100 block of Johnson Road for shooting in the area, and to the 3400 block of Mary Ball Road for a single-vehicle traffic crash.

August 8: Staff responded to the 9000 block of Mary Ball Road for a downed tree on power lines hanging over the roadway, to the 400 block of Chiltons Lane for a possible boat in distress, to the 100 block of Corrotoman Drive for a noise violation from loud music, and to the 1400 block of Avis Trail for a domestic assault.

August 9: Staff responded to the 3900 block of Black Stump Road for vandalism, to the 8400 block of River Road for a suicidal person, and to the 300 block of Twin Branch Road for larceny of medications.

Staff also conducted 12 traffic stops, issued four summonses, assisted five motorists, recorded three deer strike accidents, handled seven calls for traffic control, investigated six building alarms, processed a mental health order, logged two inmate transports, received 21 E911 hang-up calls, and handled five calls for animal control service.

Fire calls

The Upper Lancaster Volunteer Fire Department responded to a suspected fire on Millenbeck Road, a downed tree on power lines on Granville Bay Road and a fire/smoke alarm on Leatherneck Road.

The Kilmarnock VFD responded to a downed tree on power lines on Harris Road, a downed tree on a vehicle at Goodluck Road and Jessie duPont Memorial Highway and a fire/smoke alarm on Black Stump Road.

The White Stone VFD responded to a flooded basement on Park Place, an electrical fire on King Carter Drive, a utility pole fire on Windmill Point Road and to assist emergency medical services on Windmill Point Road.

Northumberland County Sheriff Johnny Beauchamp this week reported charges against 11 individuals.

Felonies

Emanuel Dominique Seldon, 30, of Heathsville was charged August 3 with possession of a controlled substance, namely a Schedule I or II drug.

Antonio J. Morris, 34, of Reedville was charged August 3 on a direct indictment issued by the Northumberland County Circuit Court for rape.

Charles Lewis Elmore, 44, of Mollusk was charged August 8 with abduction by force and prevention/delay of communication through a wireless device. He was also charged with assault and battery. These were Northumberland County charges. Meanwhile, Elmore also was charged with abduction by force and prevention/delay of communication through a wireless device, and also charged with assault and battery. These were charges that were obtained by Essex County and served by Northumberland County Sheriff’s Office (NCSO).

Ralph Gilbert Baker, 53, of Lottsburg was charged August 8 with assault and battery, third plus offense.

Daniel Lewis Stokes, 33, of Reedville was charged August 9 on a direct indictment issued by the Northumberland County Multi-Jurisdictional Grand Jury on two felony counts of distribution/sell a controlled substance, namely a Schedule I or II drug.

Misdemeanors

A Kilmarnock man, 32, was charged July 22 with larceny/stolen goods.

A Heathsville woman, 38, was charged July 22 with failing to appear in the Northumberland County General District Court on an original charge of assault and battery.

A Farnham man, 32, was charged July 23 with a capias/attachment of the body for failing to appear in the Rockingham/Harrisonburg Juvenile and Domestic Relations Court.

A Lottsburg man, 18, was charged July 24 with a capias/attachment of the body issued by the Northumberland County General District Court for failing to appear.

A Lottsburg man, 77, was charged July 30 with criminal trespassing. This warrant was issued in Hanover county and served by the NCSO.

A Reedville man, 19, was charged August 9 with driving under the influence of alcohol, first offense.
