LANCASTER—During the Lancaster board of supervisors meeting on Thursday, October 31, assistant county administrator John Bateman reported progress continues on Phase 1 of Westland Beach at Windmill Point, involving the rebuilding of the beach and construction of a pier.
Four of seven breakwaters are complete and pilings for the pier have been installed, said Bateman. Phase 1 is expected to be completed in April.
Phase 2, to follow, involves construction of a parking lot and bath house. County administrator Don Gill said the project will go out to bid in January, with a 180-day projected construction window beginning….
