Judge Hewitt to review evidence before casting decision regarding Hooper’s ‘guilty’ plea agreement

LANCASTER—John Randolph “Rand” Hooper of Richmond remains free on bond this week despite entering a guilty plea to two felonies in Lancaster County Circuit Court Monday morning. He’ll have to appear in court at least two more times before learning his fate.

Judge Herbert Hewitt deferred ruling on a plea agreement entered by Hooper’s attorneys and Lancaster County Commonwealth’s attorney Jan Smith this week pending another hearing on evidence in the case and the completion of a pre-sentencing report. The plea agreement delivered to the Clerk of Lancaster County Circuit Court remains sealed.

Hooper pleaded guilty to involuntary manslaughter and failure to render aid at the scene of an accident exactly two years after the death of his friend Graham McCormick, 31, of Atlanta. McCormick’s body was found August 11, 2017, in Carter Creek. The state medical examiner ruled he drowned as the result of a boating accident, and….
