LANCASTER—Despite repeated objections from Hills Quarter residents, Lancaster County supervisors on Thursday, October 31, approved a request by Carter Financial Corporation to add 137 lots on parts of the former King Carter Golf Course.
Supervisors tabled a decision following last month’s public hearing in which numerous residents voiced opposition to the proposed expansion, citing strains to the subdivision’s amenities, road and sewer.
During the public comment period at last Thursday’s meeting, a number of residents continued to express concerns about strains to infrastructure. Alexandra Gifford objected to the proposed new houses off of Old St. Johns Road which “is heavily trafficked and we paid for it. Hills Quarter paid for that road,” she said.
Resident Joy Gwaltney also questioned whether the homes being built would address the county’s concerns about affordable housing. Gwaltney said at a September resident’s meeting with Stateson Homes they indicated their core market was retirees. “What studies demonstrate that young buyers can move into that kind of market? There are 78 lots in Hills Quarter that have not been built upon. What’s the hurry to get another 137?”
Jack Blunt, president of the Hills Quarter operating board of directors, said the revision “would be the final nail in the coffin” to the development. “By approving this revision, you are approving his ability to include 150 additional people using the existing amenities….
