Sheriffs’ Reports 02-19-26

Lancaster County Sheriff Patrick McCranie this week reported charges against four individuals.

Felonies

Racquel Orgened Hodges, 41, of Heathsville was charged February 9 with intentionally destroying, defacing or damaging property with the value of or damage to such property of $1,000 or more.

Kenneth Wayne Horton Jr., 35, of Kilmarnock was charged February 14 with revocation of suspension of sentence and probation of a felony offense.

David Clarence Taylor, 68, of White Stone was charged February 15 with unauthorized use of a grader valued at $1,000 or more without the consent of the owner with the intent temporarily to deprive the owner possession, and destruction of property (misdemeanor).

Misdemeanors

A Heathsville woman, 33, was charged February 15 with hit and run to unattended vehicle or other unattended property where damage was more than $500, and reckless driving by driving a vehicle that was not under proper control on a highway.

Activity report

February 9: Staff responded to the 8000 block of Mary Ball Road for fraud, to the 17000 block of Mary Ball Road for destruction of property, to the 8000 block of Mary Ball Road for harassment, and to the 400 block of River Bluff Road for fraud.

February 10: Staff responded to the 1000 block of Ocran Road for a reckless driver, to the 80 block of Tammy Drive for a reckless driver, and to the 8000 block of Mary Ball Road for legal advice.

February 11: Staff responded to the 8000 block of Mary Ball Road for a suspicious person

February 12: Staff responded to the 700 block of Chownings Ferry Road for an adult welfare check, to the 8000 block of Mary Ball Road for a civil complaint, to the 700 block of Old Saint Johns Road for suspicious activity, to the 8000 block of Mary Ball Road for threats, and to the 6000 block of Mary Ball Road for a reckless driver.

February 13: Staff responded to Mary Ball Road and Whites Lane for a disabled vehicle, to the 18000 block of Mary Ball Road for a two-vehicle traffic crash, to the Robert O. Norris Jr. Memorial Bridge for a reckless driver, and to the 1700 block of Laurel Point Road for a domestic disturbance.

February 14: Staff responded to the 400 block of Chesapeake Drive for a two-vehicle traffic crash, to the 1300 block of Old Salem Road for a larceny, and to Mary Ball and River roads for a two-vehicle traffic crash.

February 15: Staff responded to the 100 block of Reynolds Farm Road for a domestic disturbance, to the 1500 block of Carlson Road for destruction of property, and to the 8000 block of River Road for an adult welfare check.

Staff also conducted 55 traffic stops, issued 45 summonses, assisted a motorist, recorded two deer strike accidents, handled a request for traffic control, investigated two building alarms, processed two mental health orders, logged an inmate transport, received three E911 hang up calls, and fielded five calls for animal control service.

Fire calls

Upper Lancaster Volunteer Fire Department responded to a propane leak/smell on Lovers Lane and a traffic crash at Mary Ball and River roads.

Wite Stone VFD responded to a traffic crash at 12653 Mary Ball Road and another on Chesapeake Drive, as well as a brush fire on Carters Cove Drive.

Kilmarnock VFD responded to a brush fire on Flowering Field.

Northumberland County Sheriff Johnny Beauchamp this week reported charges against eight individuals.

Felonies

Latrayven Dewoyne Rich, 43, of Warsaw was charged January 26 on a direct indictment issued by the Northumberland County Multi-Jurisdictional Grand Jury for distributing or selling for profit a Schedule I/II drug. Rich also was charged January 26 on a direct indictment issued by the Lancaster County Multi-Jurisdictional Grand Jury for two counts of manufacturing/distributing a Schedule I/II drug, third offense. He was served by NCSO.

Johnny M. Smithart, 55, of Heathsville was charged February 6 on a direct indictment issued by the Northumberland County Multi-Jurisdictional Grand Jury on charges of three counts of raping a spouse by force, object sexual penetration with the wife being the victim and sodomy by force with the spouse as the victim. He also was charged with two counts of contributing to the delinquency of a minor.

Misdemeanors

A Lottsburg man, 28, was charged January 22 with a capias/attachment of the body issued by the Northumberland General District Court for failing to appear in their court and not paying his fines. He was served by the City of Richmond Police Department.

A Warsaw man, 43, was charged January 29 with a capias/attachment of the body issued by the Richmond County Juvenile and Domestic Relations Court for failing to appear in their court. He was served by the Northumberland County Sheriff’s Office (NCSO).

A Heathsville woman, 53, was charged January 29 with a capias/attachment of the body issued by the Henrico General District Court for failing to appear on a show cause on a civil interrogatory.

A Reedville man, 68, was charged February 3 with obscene language over the phone.

A Heathsville man, 59, was charged with a capias/indictment issued by the Middlesex County Circuit Court for working without a license and violating contractor regulations. He was served by NCSO.

A Burgess woman, 69, was charged February 11 with driving revoked/alcohol related.

Reminder, those charged with alleged crimes are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
