KILMARNOCK—Following nearly two hours of opposition from the public regarding a proposed ordinance to require an application process, permits, fees and insurance for spontaneous events—including political demonstrations involving 21 or more people—the Kilmarnock Town Council on Monday, April 20, adopted the ordinance, 4-2.
In September 2025, council brought a spontaneous events ordinance to hearing citing increased safety concerns. As proposed, that ordinance required applications for parades and special events, including free-speech demonstrations, to be submitted no less than 60 days from the time of the event. Events within Steptoe’s District would only commence between 10 a.m.-2 p.m. and would need to be authorized by permit.
Following public outcry that the proposed ordinance would infringe on constitutional rights of free speech, council tabled it for further review and study.
