The Rappahannock Concert Association will present “Phantom of the Opera” star Ciarán Sheehan and award-winning Celtic fiddler Heather Martin Bixler in concert at 7:30 p.m. March 10 at the Northumberland County Schools Performing Arts Theater, 201 Academic Lane, Heathsville.
