WHITE STONE—The White Stone Town Council recognized two of its own at the Thursday, June 5, meeting.
Matson C. Terry II, who served for 19 years as the town attorney, and town manager Patrick Frere were both honored with surprise resolutions of appreciation and a reception.

Terry began his tenure as town attorney in 2005 and stepped down as counsel in 2024. During that time he offered his legal services pro bono.
“Be it resolved that the Town Council and the Mayor of White Stone, on behalf of the citizens they represent, do hereby express their deepest gratitude and sincere appreciation,” states the resolution, which council adopted unanimously, 5-0.
Irving Brittingham, Ran Reeves, AnnGardner Eubank, Kathryn “Scotty” Roop, James “Jimmy” Smith and Tad Pittman all voted in favor. Charles Brocklebank was absent.
Council also unanimously adopted a resolution of appreciation for Frere, noting his years of service to the town and more specifically for his leadership and efforts in securing and managing grand funding that is key to the town’s building and expansion of a public sewer system and various other community development initiatives.
Terry’s family, including grandchildren, attended the meeting and the reception that followed. The resolutions and reception were a surprise to Terry and Frere.
In other business, a public hearing on the proposed 2025-26 budget was unattended and council went in and out of it quickly with no comments. The budget approval and its appropriation has been set for 6 p.m. tonight, June 12, at the Town Office, 433 Rappahannock Drive, White Stone.
As proposed, the budget package totals $397,600, including a $258,525 operations budget and a $139,075 public utilities budget.
