NORFOLK—John R. “Rand” Hooper, who was convicted of involuntary manslaughter and failure to stop and render aid in the 2017 death of his friend, has appealed that verdict, citing his due process rights were violated.
Hooper was convicted in January 2022 by a Norfolk jury for the role he played in the death of Graham McCormick, who died following a boating accident on Carter Creek in August 2017. He was sentenced by Judge Charles Poston a few months later to 15 years on both charges with nine suspended. At the time, special prosecutor Matthew Kite estimated Hooper would serve between 65-85% of that sentence with good behavior, meaning he could spend 40 months in jail after credit for time served.
