LANCASTER—In a 3-2 vote Thursday, November 18, the Lancaster board of supervisors narrowly approved a special exception permit request by the Heirs of BHB Hubbard Jr. LLC, c/o Dynamic Energy Solutions LLC, to construct a 5-megawatt, 40-acre solar facility on a 184-acre industrial parcel off of Ocran Road near White Stone. The new facility will be adjacent to the Rappahannock Solar Facility, approved by the board of supervisors in 2018.
Director of planning and land use Brian Barnes told the board the layout of the array has been revised to avoid wetlands. “They moved that array to the north. That area was previously in the lease area, but not depicted to be covered by arrays. With moving into the new direction, closer to the road, a buffer will be required,” he said.
Barnes also explained the difference between the large-scale 131-megawatt Waller Solar project recently approved and this smaller-scale distribution project, he referred to as a “community” solar….There's more to this story...
